Duties of the Provincial Energy Management Unit:
a) As per Articles 30 and 31 of the Regulation on Increasing Efficiency in the Use of Energy Resources and Energy, determination of the institutions to be surveyed in order to identify the measures to increase energy efficiency and their benefits and costs in buildings that are obliged to appoint energy managers belonging to the public sector by the MENR, following-up the process and collaborating with MENR,
b) Ensuring that Energy Performance Certificate is obtained in buildings belonging to public institutions and cooperating with MENR, in accordance with the Regulation on Energy Performance in Buildings published in the Official Gazette dated 5/12/2008 issue no. 27075,
c) Within the scope of the Regulation on Energy Performance in Buildings published in the Official Gazette dated 5/12/2008 issue no. 27075, the necessary maintenance, tests on the efficiency of systems such as architectural, mechanical, electrical and lighting that affect the energy performance of the building, and their periods, are defined in the report prepared at the design stage to be approved by the relevant administration. The building owner, manager, board of directors and/or energy manager shall be responsible for the performance of these tests in a timely and appropriate manner and for the maintenance, repairs and modifications necessary for the building to be operated in a way that does not fall below the energy performance planned at the design stage.
d) Establishing an energy policy that defines the targets and priorities in energy management, defining the role, duties, authorities and responsibilities of the energy manager or energy management unit in the hierarchical structure, informing all employees and people related to energy management activities by publishing them in written rules,
e) Holding an Energy Efficiency Implementation Plan meeting every 6 (six) months with the Provincial Energy Management Unit and Energy Managers for the purpose of establishing energy policies and process management,
f) Sending annual information on energy use and studies on energy management to the MENR every year until the end of March, making or ensuring that the respective data are entered on the Energy Efficiency Portal within the MENR,
g) Carrying out or ensuring that energy management activities in buildings within public institutions and organizations are carried out in accordance with the applicable national or international TS EN ISO 50001 Energy Management System-User Manual and Terms and Conditions Standard, which is the basis for certification,
h) Notifying the MENR of the identities, CVs, addresses and contact information of the assigned energy managers,
i) Obtaining occupancy permit for public institution buildings with a total construction area of more than ten thousand square meters and for which occupancy permit has been obtained and notifying the MENR within the following year,
j) In cases where the energy manager changes, appointing a new energy manager and notifying the MENR within sixty calendar days following such change,
k) Ensuring that information including the consumption amount of the previous fiscal year and the corresponding consumption price of the subscriptions of public institutions and organizations from legal entities selling electricity and/or natural gas can be accessed in the Energy Efficiency Software environment,
l) Monitoring the subscriber information, (electricity, water, natural gas), invoice information and payment transactions of the buildings belonging to public institutions and organizations such as Provincial General Administration Organizations/Units, Local Administrations and Universities with the Energy Efficiency Software,
m) Organizing in-service training seminars in order to raise awareness of public employees to reduce energy consumption in the public sector,
n) Within the scope of the Energy Efficiency Week events, celebrated in the second week of January every year, organizing promotion and awareness activities in coordination with MENR or participating in events organized by MENR in order to contribute to the development of energy culture and efficiency awareness in schools and institutions affiliated to the Provincial Directorate of National Education,
o) According to the Zero Waste Practice Guide for Administrative and Commercial Buildings issued within the scope of the Zero Waste Regulation published by the Ministry of Environment and Urbanization dated 12/07/2019 and numbered 30829, following up the energy efficiency studies, reports and legal notifications to be made to official institutions in buildings belonging to public institutions and organizations.
