Duties of the Document Chief's Office
To accept any and all petitions sent to the Governor's Office by mail or electronically, delivered by hand by persons or designated distributors of institutions and organizations and to prepare them for referral and signature by officers appointed under the Signature Authorities Directive, to follow up signature of petitions and ensure that petitions are delivered to relevant places and monitor conclusion of such petitions,
To receive documents received by the governor's office by mail or electronically and sent by units of the governor's office, to record them, distribute, send and mail them to designated authorities, persons or relevant units,
To inquire and prepare statistical information and reports related to movement of documents via system,
To execute other duties assigned by the governor.
Duties of the Transactions Chief's Office
To execute duties of the Governor's Office related to the publication of the laws, by-laws, regulations and decisions of the Council of Ministers and to carry out transactions regarding publication of a circular,
To execute personnel affairs of the governor, deputy governor, district governor, legal affairs director, candidate district governor that need to be monitored at the provincial level and to carry out appointment, replacement of post and duty, level advancement, promotion, compulsory military service deferment for unit personnel and contracted personnel set forth in this Regulation and to execute other personnel affairs,
To keep personnel files of those civil servants whose appointment is under responsibility of the governor's office, to organize works for their appointment as permanent civil servant and arrange oath taking for them, to execute affairs of disciplinary punishment and rewarding, to organize, execute and monitor leaves, termination of office as civil servant and retirement affairs,
To carry out and develop in-service-trainings,
To take necessary actions on issues related to the determination of the daily working hours of the public personnel in the province,
To carry out acts and works concerning the governor's office when legislative elections organized under special laws, local administration elections and holding a referendum on amendments to the Constitution,
To execute works and acts associated with the Ethics Committee,
To carry out works and acts related to the permission and use of identification flags,
To prepare the Governor's Signature Authorities Directive, to distribute it to related institutions and organizations and to monitor its implementation,
To carry out works and acts related to the use of the oversight, supervision and inspection powers of the governor's office on all State departments, establishments and enterprises and private businesses other than judicial and military organizations,
To organize and execute general document archive services and activities apart from electronic documents,
To recognize allowances sent from the general budget and expenses and to execute fiduciary works and acts,
To execute services of the governor's office related to financial affairs; to prepare investment and current budget offers of the governor's office and to monitor provision of current allowances of the governor's office,
To execute other duties stipulated by the legislation or assigned by the governor.
