In line with the recommendations of the Ministry of Health Science Board and due to the fact that the most fundamental feature of the coronavirus (COVID-19) disease, which was declared as a pandemic by the World Health Organization (WHO) and which poses a pandemic risk in Turkey, is that it is transmitted very easily by physical contact, airway, etc. and that the number of infected people increases rapidly, that the most effective way of preventing the spread of the pandemic is to ensure social isolation by reducing social mobility and contact between people, otherwise the spread of the virus will accelerate, leading to increased number of new cases and increased requirement for treatment, which will result in a life-threatening risk for the citizens and impairment of public health and order; the following decisions have been taken:
1. In addition to our decisions in terms of the obligation to wear a mask in closed areas of public institutions and private sector workplaces and public transportation vehicles, it will now be compulsory for every citizen going out in our city to wear a proper mask to cover the mouth and nose in open areas,
2. Special attention will be attached to the subject and it will be ensured that the practice is carried out fully within the framework mentioned above, and citizens who do not comply with the measures specified and the decisions taken will face administrative fines in accordance with Article 282 of the Public Health Law, and will be treated in accordance with the relevant articles of the Law, and necessary judicial proceedings will be initiated within the scope of Article 195 of the Turkish Criminal Law regarding the criminal behavior.
