Given that the most fundamental feature of the coronavirus (COVID-19) disease, which was declared as a pandemic by the World Health Organization (WHO) and which poses an epidemic risk in Turkey, is that it is transmitted very easily by physical contact, droplet, etc. and that the number of infected people increases rapidly, given that the most effective way of preventing the spread of the epidemic is to ensure social isolation by reducing social mobility and contact between people, otherwise the spread of the virus will accelerate, leading to increased number of new cases and increased requirement for treatment, which will result in a life-threatening risk for the citizens and impairment of public health and order;
As the movement in Beyoğlu Taksim Square and Istiklal Avenue will increase and this will increase the risk of contamination as part of the normalization process, all people in Taksim Square and Istiklal Avenue are to wear masks and act to maintain a social distance of at least 3 (three) meters between people, administrative sanctions are to be imposed on those who do not comply with these measures, as per to Article 282 of the Public Health Law No. 1593.
