Head of Investment Monitoring and Coordination

Duties

To assure the efficient execution, monitoring and coordination of the investments and services of public institutions and organizations,

To offer guidance to and to supervise public institutions and organizations in the province,

To coordinate and execute 112 emergency call services,

To coordinate and execute disaster and emergency help services,

To carry out and coordinate activities for promotion of the province,

To conduct representation, ceremony, rewarding and protocol services,

To prepare a report that evaluates the services and activities carried out by the rural units apart from judicial and military organizations of the central administration in terms of efficiency, effectiveness and compliance with strategic plans and performance programs and to send such reports to the Prime Ministry and relevant ministries along with the evaluation of the governor's office,

To execute all duties assigned to the private provincial administration of which legal personality has been abolished under relevant articles of the Law on Geothermal Resources and Natural Mineral Waters dated 3/6/2007 and no. 5686, the Mining Law dated 4/6/1985 and no. 3213 and the Law on Conservation of Cultural and Natural Assets no. 2863 and dated 21/7/1983 and to exercise rights and powers within the framework of Article 3 of the Law no. 6360, 

To use the allowances transferred from the budget of the Ministry to the Presidency for use in the infrastructure and local joint needs of the settlements closest to the place where the mineral or geothermal and natural mineral water resources are located,

To purchase, operate, maintain and repair or to cause to be purchased, operated, maintained and repaired vehicles of public institutions and organizations covered by the Vehicle Law dated 5/1/1961 and numbered 237 depending on the allowance,

To meet the needs of the offices of the public institutions and organizations depending on the allowance,

To ensure that government offices, buildings, lodgings allocated to Presidency, residences belonging to the governor's office and district governor's office are built, maintained, operated, furnished and repaired, to meet needs specified in the Law on Public Housing dated 9/11/1983 and no. 2946,

To make expenditures required by the security services depending on the allowance,

To coordinate, supervise, monitor and aids assistance provided by the central administration and to make sure that such aids are received by those who need in case of emergency,

To make and coordinate investments to be made by the central administration in the province, when necessary,

If it is determined by the governor or the relevant ministry that the investment and services to be carried out by the public institutions and organizations in the province are disrupted and such situation has an adverse impact upon public health, peace and well-being and the public order and security, to realize such investments and services upon the governor's instruction if such investments and services are not realized,

To execute works and acts associated with allowances allocated to the headmen,

Leasing of tools, equipment, machinery, buildings and facilities required by the investments and services to be carried out by public institutions and organizations,

To exercise rights and powers given in the provisional Article 12 of the Law no. 4562 and to fulfill the obligations.
